UHMW is a superior plastic, not all plastics are equal.  If you doubt that just Google!  

Cut outs are added for comfort and they work.  Rails are not poured cheap plastic.  They are meaty and do the job well.

Added note:  I found that leaving a slightly smaller hole for the wood screw to cut through when attaching helps to hold the rail to your board.  The plastic acts like the nylon inside the locknuts that hold your trucks on to the board.
